Many farmers and ranchers provide safe haven on their property for migratory animals. When I worked on a cattle ranch in Texas (2012), there were deer blinds through out the property. The deer blinds where there for observing deer and other animals as the moved from one property to another. These sightings are then reported to the local government so they can track movement of animals. This is all part of a partnership that provides safe haven for these animals.
